What is he carrying?

While walking along Forest Road 481 in the Agua Fria national monument I saw this guy across the canyon. When I first saw him, it looked as if he was carrying a canoe on his head. However, now you can see that he clearly is not. I have no idea what is in the sack. He was quite far away when this was taken.
